Air Quality and Noise Assessment – Southsea

As part of our standard planning package Omnia were commissioned by our Client to provide environmental services in support of a high profile development in Southsea, Portsmouth.

Proposals involved a change of use from the existing commercial use (former Debenhams store) into a mixed leisure scheme with aspects of residential occupancy. The development is situated on one of the main arterial routes into the area within close proximity to existing residential and commercial use. As such, the impact to air quality, ecology and noise pollution were key factors.

Scope of Works:

Omnia provided our client with a Geo-Environmental Desk Top Study (Phase 1) before completing the required environmental services. We completed a Noise Impact Assessment which included road traffic noise, commercial noise and entertainment noise assessments and the required mitigation measures. We also undertook an Air Quality Assessment as the proposed scheme had the potential to impact the air quality as a result of dust emissions during constructions, alongside road traffic exhaust emissions associated with vehicles travelling to and from the site during operation. In addition, the potential for future exposures of site users to any existing air quality issues needed to be considered as a strong factor. We provided a Preliminary Ecological Appraisal which included a desk top study, field survey and subsequent report.


A review of the dispersion modelling results indicated that predicted air quality impacts because of traffic generated by the development were not significant at any sensitive location in the vicinity of the site. Predicted pollution levels were below the relevant air quality perspective, which was of key importance in line with the Portsmouth Air Quality Local Plan.
The assessments and reports we provided for our client formed a key part of the planning application which was granted by Portsmouth City Council.
